Govt Engineering College derails as politics take centre stage
[ Taba Ajum ]
ITANAGAR, July 7: Politics seems to be taking a toll on the progress of Arunachal’s first proposed government degree engineering college being funded by ministry of human resource development (MHRD) under Rashtriya Uchchatar Shiksha Abhiyan (RUSA).
MHRD has already released Rs two crore ninety two lakh to education department as first installment for infrastructure development of the college in the financial year 2015-16. However, due to political instability followed by imposition of President rule and installation of new government, the project has been delayed.
The foundation stone for the college was laid down by former chief minister Nabam Tuki at Toru in April 2015.
As per the sources, the file is stuck at Finance Ministry since last year and state government is sitting over it much to the displeasure of MHRD. There is growing fear that fund released by the ministry may lapse which will adversely affect the future of this dream engineering college.
On their part, a state government official has assured that project is still on and there is nothing to fear.  “Due to various issues the project got delayed. However, during the meeting of Education Department recently, there was a lengthy discussion regarding the college. Minister Education along with senior officials of department will visit the proposed site at Toru by end of this month and accordingly take a decision,” shared an official of Education Department.
He also clarified that rumour about new government deliberately trying to derail engineering college project at Toru on political ground is baseless and without iota of truth. He added that at this stage it will be difficult to shift the project to other place as present site has already been finalized by the MHRD.
On their part Papum Pare district administration has already acquired 50 acre land at Toru for the purpose of engineering college. “Villagers have donated land free of cost to the state government. A gift deed has been signed and all the formalities are over. In return land donors have only sought minor contract work when the project starts. They are very cooperative and have been patiently waiting for project to start,” informed an official of Papum Pare district administration. Every year thousands of Arunachalee students go outside the state to pursue engineering courses. Many of them become victim of fraud universities and lose money. There was growing hope that coming up of government engineering college in the state will fulfill aspirations of Arunachalee students who wants to pursue engineering course. Especially it will help those students hailing from economically poor background who finds it extremely difficult to go outside the state to pursue their study. But it seems politics is posing huge threat to the future of proposed government engineering college at Toru.

APPSC yet to get a Chairperson
[ Amar Sangno ]
ITANAGAR, July 7: Following the recusal of Arunachal Pradesh Public Service Commission (APPSC) Chairman Dr. Ligu Tacho, after it was rocked by tumultuous hullabaloo over alleged leakage of APPSCCE question papers, the Commission has been running without head.
There are currently three members, Mamang Dai, Nippo Nabam and CT Mansai.
The Commission had floated an advertisement for the vacant post of Chairperson that is lying vacant since recusal of Dr. Tacho on November 7, 2015, however even after seven months, a chairperson is yet to be appointed. The absence of regular chairperson is reportedly affecting not only the functioning and management but also the administration as the commission is constantly conducting interviews for recruitment of state govt employees on a regular interval.
However, in order to keep the commission going, the current three members had adopted a resolution as per the laid down provisions and delegated power to its senior most member Mamang Dai for temporary functioning.
It is reported that three members had also called on Chief Minister Kalikho Pul just after the APPSCCE viva-voice result appraising him for early appointment of new the commission Chairperson.  It is said that Chief Minister had assured them for early appointment.
Sources from the department informed The Arunachal Times, that ten eminent personalities have applied from distinct fields for the position. It is also reported that all required procedures have been completed by Administrative Reforms and now the file is awaiting the Governor final say.  Presumably, the file may take longer time, as Governor JP Rajkhowa is on medical leave.
Sources further informed that out of ten applicants, former IAS officer TajumTalo who retired recently is front-runner in the race. Now, all eyes are on the Governor in charge for a final call and the new Chairperson on how the commission would step forward following its derided and blotted image.

The foundation stone of the proposed 10 MW gas based power project at Kumchai and Nursing School at Namsai was laid at Itanagar by the then Union Minister for Petroleum and Natural Gas Veerappa Moily as a CSR scheme.  However the Oil India Ltd desired for signing of the MoU with the state government for purchase of power from the Project. There was no provision for employment of local people of Arunachal and royalty to the State Govt in the MoU proposed by Oil India Ltd.
Earlier, officials from Oil India Ltd informed that the available gas from the existing well presently is about 30,000 SCMD whereas the required amount is 55,000 SCMD for the proposed 10 MW project. The construction period of the proposed project will be one year and will require drilling of three more wells to supplement the present availability of gas by another 25,000 SCMD, which is the actual requirement for the project. As the mining lease permission and forest clearance issued by the State Govt for the present wells have expired, the OIL officials requested for issuing of fresh mining lease permission and forest clearance.

Clean Ganga Mission

When Narendra Modi led BJP government came to power at centre in 2014, they had promised to give top priority to cleaning of river Ganga. In this regard government had formed a new department River Development and Ganga Rejuvenation under the ministry of water resources.  The department is headed by Uma Bharati, one of the prominent face of Sangh Parivar in the BJP. There was lot of expectation that central government will finally speed up the process to clean one of the holiest river of India which is dying slow death because of increasing pollution level.

However to the utter disappointment of everyone nothing has changed at ground level. Ganga continues to be highly polluted. In the last two year no one has heard about River Development and Ganga Rejuvenation department.  Even as people were giving up, the central government on Thursday came up with a new plan to clean Ganga.  Namami Gange programme for cleaning of river Ganga was launched today from Haridwar. Simultaneous programmes were launched at many other places also for cleaning of Ganga and its tributaries from Gangotri to Howrah. Under this project government aims to modernize and redevelop Ghats and crematoriums, improve sewage infrastructure and treatment, afforestation, tree plantation, pilot drain project, interceptor drain project, trash skimmers and conservation of biodiversity. Though delayed Namami Gange programme is a very important project started to clean Ganga. Government should ensure that this project does not fail like the earlier ones.  The success of Namami Gange programme is directly related to survival of Ganga River. Also central government should actively involve government of those states through which Ganga flows. People should also play their part and help the effort to clean Ganga.

NEEPCO & Its Recruitment Policies

Dear Editor,

Through your daily I would like to express my agony regarding recruitment process of NEEPCO. When I got information about recruitment drives of NEEPCO especially for ST, SC and OBC for Northeastern States, I visited NEEPCO website but I did not find any advertisement regarding fresh recruitment instead I found a list of candidates who have been nominated for respective posts like JE, Asst.- I, Hawaldar and so on through different Employment Exchanges. And to my surprise there was not a single candidate nominated from Arunachal Pradesh especially for the post of Junior Engineer. How can it be possible?  No eligible candidates from Arunachal Pradesh? Besides, in the website, the number of posts for which nominations are called for are not even mentioned, no reference letters, no clear cut procedure of selection process, no advertisement references, nothing. Just the lists of nominated candidates.

What made me more surprise was why no single candidate has been nominated from our State in the Executive posts. Is this the lapse from the part of the state Employments Exchange who failed to send nomination from the state? Or is there no single unemployed engineer registered in state Employments Exchange office? Or intentionally ignored by NEEPCO authority of the state? Few names of Arunachalee candidates appeared in the list though for the posts of Assistant-I and Security Hawaldar but what about the rest of the posts? Are there no eligible candidates at all in our state?

As per the existing records of NEEPCO, Arunachal Pradesh is the highest power generator, generating 405 MW from the Ranganadi Hydro Electric Project and this is the only project which earns the highest revenue for NEEPCO. When we talk about the ongoing projects of NEEPCO, it is the Kameng Hydro Electric Project which is estimated to produce 600 MW and Pare Hydro Electric Project with an estimated capacity of 110 MW. Of all the other ongoing projects of NEEPCO in the entire north eastern region, the Kameng project is the biggest project so far. When you look at the present manpower strength of NEEPCO, to some extent you will find our people in the C & D groups but very negligible presence at the Executive level although the major projects of NEEPCO are in Arunachal Pradesh.   In this regard our state must get more privilege and more employment opportunities.

Here I am not asking for any kind of reservation or special privileges for our state but to give us equal job opportunities like the other northeastern states. But the present nomination list reflects a discriminatory attitude and lack of transparency from the part of NEEPCO.

My humble request to the concerned authority is to kindly look into the matter and bring transparency in the recruitment policy by publishing advertisement through a proper channel.

Yours,

Taba Sany, Naharlagun

Fresh recruitment needed

Dear Editor,

Through your esteemed daily, I would like to draw the attention of Directorate of Higher & Technical Education (DHTE), Itanagar. It has come to my knowledge that many Assistant Professors especially from the department of Geography have been recruited in recently concluded APPSCE hence their seats remain vacant and need to be filled up before new academic session is started.

Besides, two or more Assistant Professors from the same subject have been appointed as District Planning Officer (DPO) under planning department on deputation. They are still reluctant to serve in the colleges and hence their posts remain vacant since their appointment in 2012.

Moreover, increasing number of geography students in every academic session is one of the factors for the requirement of geography teachers in the government colleges of the state.

The predicament being faced by our students has compelled me to write this letter.

Yours,

A Citizen

Youths, drugs and alcohol

Dear Editor,

Alcoholism, Drug and Gambling have become fashion and dominant practices in our Daporijo.

Udta Daporijo is a relevant title these days.

For today’s youths, especially under aged boys of the backward and rural areas, alcohol and drugs are fashion and an attempt at copying western culture, Bollywood and Hollywood styles. In the beginning, they take them as trial and just for fashion, but later they become addicted to these bad stuffs, and cannot leave them even if they wish. These fashions of today's youths are not only destroying their lives but defaming our hard earned reputation of the district.

This fashion can be blamed partially to lack of proper education, awareness, parental guidance, rampant selling and availability of foreign made liquour and indigenous local made "Apong" in every shop, hotel, restaurant, and local adda.

Most parents today-educated or uneducated hardly care about their children and domestic affairs. They just send their children to some hostels or schools in town and think that their children are doing well and all are safe. The parents get involved in playing cards whole day and night, busy in gambling. Rural and poor parents are always busy in farming and hard labour. But children are all set free to do whatever they like.

If these are the practices of parents, the reasons of todays under aged youths being involved in drugs and alcoholism are justified as parents set their children free, and letting the children do whatever they want to do. It is obvious that bad path is easier to follow than good path for children.

A recent unfortunate incident in Daporijo where a CRPF Jawan lost his life in a knife attack is a best example and by-product of such stray and uncared children, addicted to alcohol and drugs. They were making nuisance near general hospital, Daporijo under the influence of alcohol when the CRPF intervened.

This is not only the case but many crimes of different magnitudes under influence of alcohol and drugs have been reported from different parts of the state in the last few months.

It is not only damaging and spoiling the lives of budding youths, but diminishing and degrading the very long preserved and hard earned social values.

An attack on CRPF personnel who are truly saviour and safeguard our nation and people is a sad incident; and a clear impact of alcoholism and drugs. Such heinous and notorious act must really be condemned by all walks of life.

In this direction, District Administration has to bring wide public awareness besides imposing rules and regulations to prevent gambling, alcoholism and drugs or any forms of undesired social activities in and around the township.

More proactive role has to be played by police department to curve these social menaces before it is too late. All important entry and exit points to the district should be regularly checked, driving and riding by under aged boys and girls should be strictly banned, rampant selling of alcohol (foreign and local) should be stopped; allowing only registered shops with strict maintaining of closing and opening time, strict implementation of COTPA and other relevant Acts, regular police patrolling of strategic places like Lela-Majnu point, Tadak Dulom Memory area, Tadak Dulom Bridge point, Ziro side entry to Daporijo, areas in between Dumporijo to Daporijo.

Lastly, an appeal to all the esteemed and honorable parents and guardians, please guide your children.

Yours,

Mamin Nalo, Daporijo
